Toronto Raptors: Fred VanVleet or Norman Powell as the shooting guard?

There are significant issues to address this off-season for the Toronto Raptors. One problem is what to do at the starting shooting guard where Fred VanVleet is a free agent, and Norman Powell has two years left on his contract.
A significant question the Toronto Raptors need to address is whether Fred VanVleet or Norman Powell is their starting shooting guard. There are several matters that Toronto Raptors management will need to address this off-season. The importance of what to do at the center position, such as do they bring back Serge Ibaka or sign a free agent?
They may also be considering what to do about Kyle Lowry and his 30 million dollar salary for the upcoming season. OG Anunoby may or may not be worthy of extending his rookie deal, or he becomes a restricted free agent next year. Some decisions are easier than others.
The Fred VanVleet vs. Norman Powell question is not an easy decision and could significantly impact the roster moving forward. Talent, salary cap flexibility, and roster depth and continuity could be affected depending on the answer to this question. The answer could be determined by examining the factors that will play a role in the decision.
The world has and is suffering the effects of a pandemic, and the NBA has not been spared. Before the COVID-19 suspension of the 2019/20 NBA season, the NBA salary cap per team was projected to rise to 115 million with a luxury tax level at 132 million. The pandemic costs the league expected and projected revenue, and each team will be hampered financially if the actual cap is reduced. Any salary cap reduction includes the Toronto Raptors.
The Toronto Raptors require players with size, two-three forwards/centers, and someone who can score consistently around the basket. With the following parameters in mind like size, stats, and finances, let’s address this dilemma facing the Toronto Raptors of Fred VanVleet or Norman Powell at the shooting guard.
