2024 NBA Mock Draft: Raptors win the Lottery, Kentucky guards plummet

It's time for another 2024 NBA Mock Draft! This version has the Raptors picking first, the Spurs taking another Frenchman, and Kentucky's guards plummeting.

14. Portland Trail Blazers select Tidjane Salaun

The lottery concludes with the third French player of the draft thus far, the 6'9" Tidjane Salaun out of Cholet in France's top league. Drafting Matas Buzelis with the second pick doesn't fill up their forward room, and it just so happens that an upside swing at forward is available to them here.

Salaun is a high-level athlete who finishes strong at the rim and can defend multiple positions. Like many players with that skillset his shot is a work in progress, and it will serve as the swing skill. If he is able to hit from outside at a consistent clip, he should turn into a long-term starter in Portland.

15. Miami Heat select Devin Carter

The Miami Heat are able to plug players into their roster and continually overperform their pedigree because they play a certain way. Stars become superstars, mid-round picks become starters, and undrafted free agents become rotation players. To do so, they have to target the right players.

Devin Carter seems to fit what the Heat are looking for perfectly. The Providence guard has decent size at 6'3" with a 6'7" wingspan, is a lockdown perimeter defender, rebounds with ferocity and can finish inside against larger defenders. He can fill in a thinning Miami backcourt rotation and likely will thrive from day one.
